• <br />Susan Hoyt Taft, 26 February 1990 <br />Page 2 <br />Approach <br />Before proceeding with the remainder of this proposal, a'orief discussion of our <br />experience regarding the effectiveness of comprehensive plans will help explain our <br />approach to the Comprehensive Plan Update work for Falcon Heights. <br />The value of a comprehensive plan comes from realization of the goals established <br />within it. For this to happen, the City's Staff and decision makers must understand the <br />Comprehensive Plan and be very familiar with its contents in order to ensure that its <br />poLcies are implemented. In short, the plan must be used. While it is imperative that <br />the information of the Plan be thorough gad accurate and its goals and policies be <br />insi~htfui, it must also be concise and easy to work with, or it tends to be forgotten. <br />For this reason, we encourage that the City considec including maps, tables, and other <br />graphic devices in the format of the Comprehensive Plan Lpdate to make it more <br />readable. This format would be especially helpful in the inventory section of the <br />report, where utility locations, existing land uses, roadways, and demographic information <br />is presented.
