BACKGROUND <br />There are eight uses listed in the city's commercial development <br />moratorium. These are: <br />• adult uses <br />• personal service establishments that are not adult uses, specifically <br />therapeutic massage <br />• pawn shops <br />• precious metal dealers <br />• second hand goods dealers <br />• pool halls and game arcades <br />• check cashing facilities <br />• stores that sell ammunition or firearms <br />At the September, 1993 planning commission meeting, staff provided the <br />commission with information on how some cities control these uses through <br />HOME OF THE MINNESOTA STATE FAIR AND THE U OF M INSTITUTE OF AGRICULTURE <br />PRINTED ON RECYCLED PAPER <br />7AFE t71Y LLS1 <br />
