RESIDENTIAL PERMIT PARKING PROPOSAL <br />. Dniversity Grove Homeowners Association <br />March 1992 <br />Introduction <br />The area of Falcon Heights known as the University Grove is a <br />neighborhood of 102 homes bordered on the east by the St. Paul <br />campus of the University of Minnesota, on the north by the Leo <br />Bolstad Golf Course and a city park, on the west by the City of <br />Lauderdale, and on the south by the St. Anthony Park <br />neighborhood of the City of St. Paul. {See attached map.) <br />Due to the proximity to the University of Minnesota and the <br />Luther Northwestern Theological Seminary, Grove streets have <br />restrictions limiting parking to two hours from 8:00 AM until <br />4:00 PM, Monday through Friday or throughout the week. An <br />exception is the intercampus bus route on Coffman Street and <br />Hoyt Avenue east of Coffman, on which no parking is permitted <br />during daytime hours. <br />These parking regulations have been effective in preventing <br />parking congestion on streets in the Grove but have also <br />resulted in inconvenience and expense to homeowners. The <br />neighborhoods bordering the Grove have addressed the needs of <br />their residents with residential permit parking. The St. Paul <br />streets ad,~acent to the Grove are posted for "1 Hour Parking, <br />8AM-5PM Weekdays Except by Permit," and the west side of Fulham <br />Street in Lauderdale is posted "Permit Parking Only." <br />When the University Grove Homeowners Association first <br />approached the City of Falcon Heights concerning this issue in <br />1988, there was neither an ordinance nor procedures for <br />establishing residential permit parking. Once the City took <br />action in =1991 to allow permit parking, the Grove Association <br />named a committee to obtain the necessary resident signatures <br />and submit this proposal. <br />Provosal <br />The residents of University Grove request that residential <br />permit. parking be allowed on Grove streets where parking is <br />currently permitted. Ninety (90) Grove homes are affected by <br />this request (excluding 12 homes on Hoyt Avenue east of Coffman <br />where daytime parking is not allowed because of the bus route.) <br />Of these, 68 (75.6%} have signed the attached petition.
