RESIDENTIAL PERMIT PARKING PROPOSAL
. Dniversity Grove Homeowners Association
March 1992
Introduction
The area of Falcon Heights known as the University Grove is a
neighborhood of 102 homes bordered on the east by the St. Paul
campus of the University of Minnesota, on the north by the Leo
Bolstad Golf Course and a city park, on the west by the City of
Lauderdale, and on the south by the St. Anthony Park
neighborhood of the City of St. Paul. {See attached map.)
Due to the proximity to the University of Minnesota and the
Luther Northwestern Theological Seminary, Grove streets have
restrictions limiting parking to two hours from 8:00 AM until
4:00 PM, Monday through Friday or throughout the week. An
exception is the intercampus bus route on Coffman Street and
Hoyt Avenue east of Coffman, on which no parking is permitted
during daytime hours.
These parking regulations have been effective in preventing
parking congestion on streets in the Grove but have also
resulted in inconvenience and expense to homeowners. The
neighborhoods bordering the Grove have addressed the needs of
their residents with residential permit parking. The St. Paul
streets ad,~acent to the Grove are posted for "1 Hour Parking,
8AM-5PM Weekdays Except by Permit," and the west side of Fulham
Street in Lauderdale is posted "Permit Parking Only."
When the University Grove Homeowners Association first
approached the City of Falcon Heights concerning this issue in
1988, there was neither an ordinance nor procedures for
establishing residential permit parking. Once the City took
action in =1991 to allow permit parking, the Grove Association
named a committee to obtain the necessary resident signatures
and submit this proposal.
Provosal
The residents of University Grove request that residential
permit. parking be allowed on Grove streets where parking is
currently permitted. Ninety (90) Grove homes are affected by
this request (excluding 12 homes on Hoyt Avenue east of Coffman
where daytime parking is not allowed because of the bus route.)
Of these, 68 (75.6%} have signed the attached petition. The
request of the petitioners is as follows:
1. Continue restrictions for non-residents as currently
posted.
- 1 -
