• B. Recommendation <br />1. Permit parking <br />Staff recommends that all the streets requested <br />for permit parking be approved for permit parking <br />to make the designation consistent throughout the <br />area. This recommendation would have been made <br />even if the Grove Association had requested <br />designation only for the streets with over 75$ of <br />the signatures because it is logical to keep <br />parking consistent within the neighborhood. This <br />is a major concern of the police, who enforce the <br />restrictions. It is also logical to plan for the <br />need for permit parking in the future. It is <br />easier to include the entire neighborhood now <br />rather than charge another $100 fee and petition <br />when household composition changes and may require <br />permit parking. <br />2. Maintain "no parking" weekdays 8 a.m. to 4 p.m. on <br />Hoyt Avenue east of Coffman. <br />This portion of the Grove requires continued "no <br />parking" during weekday hours because of bus <br />• traffic on Hoyt and Coffman. <br />3. "No Parking" enforcement on some corners <br />Due to potential visibility problems on some <br />corners, "no parking" enforcement and possibly <br />designations may be painted and/or posted on some <br />corners where visibility may be a problem. These <br />include: <br />* the nouthside of the intersection of Northrop <br />and Hoyt <br />* the curve on Fulham as it turns into Folwell <br />Rather than post signs, which clutter the <br />streetscape, enforcement of parking within 30 ft <br />of intersections, stop signs and 5 ft of driveways <br />should be the starting place. Signs may come <br />later. <br />IV. PERMIT ELIGIBILITY, AVAILABILITY AND COST <br />A. Who and what vehicles <br />• A resident may apply for a permit for a non- <br />transferable residential parking permit for each car <br />owned and operated by a resident at the address on the <br />
