To improve the business environment <br />The eighty year-old property, which is located in a <br />business zone, is inconsistent with its surrounding <br />land uses and the city's 1991 comprehensive land use <br />plan (Exhibit 2B). The city hall/community center is <br />to the north of the property., Hewlett Packard, the <br />city's second largest non-institutional employer is <br />located to the east of the property. The substandard <br />structures and incompatible use make the business <br />climate less attractive. Hewlett Packard, which employs <br />315 people, supports the city's desire to eliminate <br />these blighted structures (Exhibit 5). Falcon Heights <br />is the headquarters for Hewlett Packard in the Twin <br />City area. This company keeps a well maintained and <br />landscaped site for its employees and national and <br />international business clients. These blighted <br />structures detract from these efforts by Hewlett <br />Packard. <br />E. To control limited property for shifting business <br />• andJor community needs <br />The City of Falcon Heights is a small, fully developed <br />city with most of its land use being occupied by tax <br />exempt entities including the University of Minnesota <br />and State Fair. Because there is little available land <br />for development or redevelopment it is in the city's <br />interest to control this parcel of property for future <br />community or business use. <br />The parcel is directly across the street to the west of <br />Hewlett Packard. It will be valuable to use for future <br />business shifts in the existing facility. It is in the <br />community's interest to make any parking or business <br />development changes in this westerly direction because <br />Hewlett Packard borders on single family residential <br />dwellings to the north and east. The parcel is also <br />adjacent to the city hall/community center. The city <br />facilities are used by many community and Vain Cities <br />groups as well as by the city offices, fire and rescue <br />service and public works. Any growth in the facility's <br />par:cing or s2rv~ce needs may require excansion of <br />available parking or facilities.
