WHO INITIATED THE PROJECT? <br />The City of Falcon Heights initiated the project to <br />eliminate blight and dilapidated, substandard housing which <br />is inconsistent with zoning, and to create a better climate <br />for business expansion and shifts through the control of a <br />parcel of land in a key location. This is consistent with <br />the city's comprehensive plan. <br />V. WHY ARE CDBG FUNDS APPROPRIATE? <br />CDBG funds are designated for land acquisition and clearance <br />to eliminate blight. This is a straight forward blight <br />elimination project in a critical location in the city. <br />Other financial sources, such as TIF revenues or private <br />support, are not available for this project. <br />VI. IS THERE LOCAL SUPPORT? <br />A. Financial support <br />As a small city, Falcon Heights doesn't have funds for <br />this type of acquisition and clearance. Last spring the <br />city requested financial help from neighboring Hewlett <br />Packard to accomplish this acquisition. However, the <br />business was not amenable to this request due to the <br />uncertainty of the computer business climate and the <br />lack of immediate benefit to the business. The city's <br />-'TIF revenues are paying for all city incurred TIF <br />expenses, but there are no excess revenues to fund this <br />type of clearance project. However, the city will pay <br />for project administration and appraisals. <br />B. Other support <br />This project does not attract slot of attention. <br />However, there is support from adjacent <br />Hewlett Packard (Exhibit 5). There is also indirect <br />community support for the removal of these blighted <br />structures as evidenced by the complaints about the <br />property.
