DRAFT 1/28/91 • <br />Page 8 <br />TRANSPORTATION <br />OBJECTIVES: <br />New 1. To promote safety on all streets. <br />2. To avoid unnecessary street congestion and the resulting <br />air pollution. <br />3. To develop an efficient hierarchy of streets to move <br />larger volumes of traffic safely on relatively few through <br />streets and discourage high volumes of traffic on residential <br />streets. <br />4. To improve the quality of and increase the emphasis on <br />public transit, non-motorized and pedestrian travel. <br />5. To encourage planning and design that increases and complements <br />transit use. <br />* 6. To protect airspace. <br />POLICIES: <br />1. Coordinate all City street planning and design with <br />County, Metropolitan and State agencies. <br />2. Require adequately spaced driveways along arterial <br />streets when access cannot be limited to cross streets. <br />New 3. Maintain roadbeds, curb and gutter on City <br />streets. <br />4. Prevent parking on residential lots (other than driveways) <br />especially during State Fair activities. <br />5. Enhance the appearance and image of major roadway entry <br />points to the City. <br />* 6. Reduce overall travel demand by cooperating with the <br />University of Minnesota in developing a travel demand <br />management (TDM) strategy and encourage programs that <br />provide alternatives to single-occupant automobiles. <br /> <br />7. Evaluate the need for and the location of transit <br />services in conjunction with surrounding communities. • <br />(Dropped previous policy #6 to assist U of M in reducing <br />dependence on Cleveland Avenue as an entrance due to <br />conversation with U of M planners.) <br />*Required by Metropolitan Council <br />
