• <br />Shifting Conditions - Traffic levels, lights, <br />loading, noise, hours of <br />operation mad increase with <br />change to neighborhood retail <br />Controls - May control for the impact of some <br />new conditions through zoning by <br />requiring a conditional use <br />2. Designation of the Gibbs Schoolhouse on the southwest <br />corner of Cleveland and Larpenteur across from Gibbs <br />Farm as an historic site. Built in 1873, it remained <br />open until the early 1960's. <br />a. Designation of site - Not formally designated as <br />significant by the county, <br />state or nation. However, <br />identified on state <br />historical society survey as <br />possibly worth investigating <br />b. Current status - County Historical Society is <br />ronting an effort to raise funds <br />to save the structure after the <br />recent fire. The University may <br />not be interested in retaining the <br />building on site. However, it is <br />considered more significant on its <br />site. <br />B. POLICIES <br />1. (TRANSPORTATION) To cooperate with the University of <br />Minnesota in reducing its dependence on Cleveland Avenue <br />as a main entrance to campus. <br />Mr. Hoisington described this change in entrance to the <br />University as hutting more traffic onto Hoyt from <br />Snelling entering the State Fair Grounds parking lot. <br />Commissioners familiar with campus traffic patterns <br />asked if Commonweath, not Hoyt, was the route most <br />heavily used from Snelling. <br />Due to the confusion over this policy, I spoke with the <br />University Planner, Harvey Turner, about the <br />University's plans regarding entrances to campus. He <br />said that the University has no major plans to change <br />access. The University will always look to the west. <br />The symbolic and visitor entrance will remain Cleveland. <br />However, he said that Folwell, Commonwealth at Snelling <br />and Gortner act as functional entrances for persons <br />going to parking areas including the State Fair grounds. <br />The development of the University transitway between <br />campuses may increase State Fair parking use, but not <br />• involve major shifts in entrances. Therefore, I <br />recommend dropping this policy. <br />2 <br />
