Use of Parkin Area Required off-street parking space in any district shall not <br />be utilized for open storage of goods or for the storage of vehicles which are <br />inoperable, for sale or for rent or other non-parking purposes except by the <br />granting of a variance. <br />h. Lot Coverage. The number of off-street parking spaces required for various land uses as <br />specified herein shall be considered as absolute minimum requirements. <br />Additional off-street parking spaces may be required by the Zoning Administrator <br />or Planning Commission based upon the following: <br />1. It is the intent of this Chapter that all land uses except those in <br />exempted areas, such as the central business district, provide off-street <br />parking in sufficient numbers to accommodate for all vehicles having an <br />origin or destination generated by said land use. <br />2. It is public policy that all public streets in the City are intended <br />primarily for the movement of traffic; on-street curb parking shall be <br />considered a privilege which may or may not be granted on a <br />street-by-street basis. <br />13 <br />
