Transportation System: Goals and Policies <br />This section provides recommended goals and policies for the City's Transportation Plan. <br />Highways and Roadways <br />Highway and Roadway Goals <br />• To promote safety on all streets. <br />• To avoid unnecessary street congestion and the resulting negative effects on air <br />quality. <br />• To develop and maintain efficient hierarchy of streets to move larger volumes of <br />traffic safely on relatively few through streets and discourage high volumes of <br />traffic on residential streets. <br />• To maintain the transportation infrastructure of the City. <br />Highway and Roadway Policies <br />• Coordinate all City street planning and design with County, Metropolitan and <br />State agencies. <br />• Require adequately spaced driveways along arterial streets when access cannot be <br />limited to cross streets. <br />• <br />• Maintain roadbeds and curb and gutter on City Streets. <br />• Prevent parking on residential lots (other than driveways) especially during State • <br />Fair activities. <br />• Enhance the appearance and image of major roadway entry points to the City. <br />Right of Way Preservation <br />The City is responsible for identifying and preserving right-of--way for transportation uses <br />such as roads, transit, bikeways and walkways. Below are some techniques to identify <br />and preserve right of way: <br />• Prepare an Official Map for corridors planned for expansion <br />• Possible early acquisition of properties prior to environmental study, as specified <br />in the Transportation Efficiency Act (TEA-21) <br />• Purchase of development rights <br />• Purchase options <br />• Letters of agreement with developers <br />• Right of first refusal <br />• Donations of property <br />• Contributions, exchanges of property <br />• Access management <br />• Use of local government land use tools <br />• <br />Falcon Heights Comprehensive Plan 2008 Draft -January, 2008 Part III: Infrastructure, Page III-14 <br />
