• <br />(5) agreements, provisions or covenants which <br />govern the use, maintenance and continued protection of <br />the Planned Development and any of its common open <br />areas; <br />(6) a schedule showing the estimated progression <br />of units and estimated time limit of development;' and <br />(7) topography map showing both existing and <br />proposed topography at 2' intervals, <br />c. The Planning Commission shall conduct a public <br />hearing to consider the preliminary development plan. At <br />the conclusion of such hearing, a majority of the members of <br />the Planning Commission shall recommend to the City Council as <br />• follows: <br />(1) approve the preliminary development plan; <br />(2) disapprove the preliminary development plan; <br />or <br />(3) approve the .preliminary plan subject to <br />specified modifications and/or conditions. Approval of <br />the preliminary development plan shall also consitute a <br />recommendation to rezone to a Planned Development District. <br />10. Final Development Plan. <br />a.
