As examples of public employment law practice, we currently represent the City <br /> of Minnetonka, the State University system, the League of Minnesota Cities and the <br /> Metropolitan Waste Control Commission as outside counsel in selected employment law <br /> matters. <br /> d. Tax Increment Financing and Municipal Financing <br /> Our lawyers have served as bond counsel for numerous cities and redevelopment <br /> authorities and have regularly negotiated complex tax increment and development <br /> agreements and assessment agreements or lease agreements to secure tax increment. Our <br /> bond group's experience covers all types of bonding, including general obligation, tax <br /> increment, revenue, essential function and taxable issues, for all types of purposes: <br /> housing, infrastructure, and economic development. Representative clients include <br /> Minneapolis; Saint Paul; MCDA; Minneapolis /Saint Paul Housing Finance Board; <br /> Ramsey, Anoka and Dakota Counties; Duluth; Moorhead; Roseville; Vadnais Heights; <br /> and Moundsview. We believe our ability to act as development and bond counsel will <br /> minimize cost and ensure coordination as compared to use of separate firms for these <br /> types of projects. <br /> e. Prosecution, Plea Bargaining and Code Enforcement <br /> Rejoining the firm after six years as a prosecutor with the United States Attorney's <br /> Office in Minneapolis, Henry J. "Hank Shea is proposed to serve as the supervising <br /> attorney for the City's criminal prosecutions. Following four years as Assistant to the <br /> General Counsel, United States Department of the Army, Hank was a Special Assistant <br /> United States Attorney in Washington, D.C. and, later, an Associate with this firm <br /> handling complex commercial litigation. Hank then became an Assistant United States <br /> Attorney and handled complex criminal matters. He tried 23 felony cases, and briefed <br /> and argued over a dozen cases to the 8th Circuit Court of Appeals. Perhaps his best <br /> known prosecutions were United States v. Harold W. Greenwood. Jr. et al. and United <br /> States v. C. Bruce Solomonson. <br /> William H. "Bill") Koch will serve as lead prosecutor. Bill also began his criminal <br /> litigation with the United States military. For three years, Bill served as the chief <br /> prosecutor, and later defense counsel, at Andrews Air Force Base. As a prosecutor, Bill <br /> successfully prosecuted Air Force members charged with child molestation, drug use and <br /> distribution, larceny, assault and other felonies and misdemeanors. At the same time, he <br /> served as a Special Assistant United States Attorney and solely administered a docket of <br /> over 1,200 misdemeanor cases in the United States District Court of Maryland, achieving <br /> a 99% conviction rate. Later, as a defense attorney for Air Force members, Bill was <br /> responsible for the active representation of all personnel at ten bases in five states. Bill <br /> defended major felony as well as more traditional misdemeanor charges. He achieved <br /> a 90% retention rate in administrative discharge boards and was similarly successful in <br /> the criminal context. <br /> 6 <br />
