The Litigation division is comprised of seven departments: (1) public law; <br /> (2) employment law; (3) property valuation; (4) construction law; (5) business litigation; <br /> (6) commercial litigation; and (7) product liability. <br /> There is generally one secretary for every two attorneys. Firm attorneys also have <br /> access to assistance from a substantial number of paralegals, case clerks and a regular <br /> complement of law clerks. The firm handles all clerical services in -house and has one <br /> of the most sophisticated computer systems of any law firm in the Twin Cities. We are <br /> currently providing personal computers to all attorneys, as well as all paralegal, accounting <br /> and secretarial personnel. These desk -top units are networked into a central mainframe <br /> computer. This allows a totally integrated utilization of information, legal research and <br /> legal documents. The firm also handles all accounting and record keeping internally, <br /> allowing detailed billings indicating all items requested by the City. <br /> We have a full -time staff providing in -house messenger and internal mail delivery <br /> service, facsimile service, and document photocopying and binding service. Finally, the <br /> firm has a major in -house library with both Lexis and Westlaw on -line computer research <br /> capabilities and four full -time research librarians. <br /> 6. Flowchart of Work Process for Municipal Work <br /> We envision that most work requests from the City will come from the City <br /> Administrator who will be our primary contact person with the City (with the possible <br /> exception of direct work requests emanating from City Council meetings where our <br /> presence has been requested). Our policy is to return all telephone calls in the same day <br /> they are received. <br /> As more fully set forth in paragraph B below, we are proposing Peter H. Bachman <br /> as lead counsel for general civil matters, assisted by Ellen G. Sampson as lead co- counsel <br /> for public employment matters and Richard H. Martin as lead co- counsel for tax <br /> increment financing and public finance matters. <br /> With respect to prosecution matters, lead counsel will be William H. Koch, with <br /> supervision by Henry J. Shea and assistance from other prosecutors on an as- needed <br /> basis. <br /> We envision that most primary contacts regarding legal representation will occur <br /> between Peter Bachman and the City Administrator. The City Administrator, however, <br /> will be free at any time at her discretion to contact other lead co- counsel or other firm <br /> attorneys with specialized expertise on an as- needed basis. <br /> 7. Office Location <br /> Leonard, Street and Deinard is located in the Fifth Street Towers building in <br /> downtown Minneapolis, a short 10- to 15- minute drive from Falcon Heights. <br /> 8 <br />
