B. Attorney Qualifications <br /> 1. Identify each attorney and support personnel who will be supplying <br /> services for which the City will be billed. <br /> As set forth above, it is anticipated that most of the City's civil legal services will <br /> be performed by Peter Bachman as lead counsel. The following is a list of attorneys who <br /> will supply civil legal services to the City for which the City will be billed: <br /> Peter H. Bachman Lead counsel <br /> Ellen G. Sampson (x i Lead co- counsel and primary contact for public <br /> employment law matters <br /> Richard H. Martin A Lead co- counsel and primary contact for tax <br /> increment financing and public financing matters <br /> Bradley J. Gunn Available as needed for specialized condemnation <br /> matters <br /> Martha C. Brand Available as needed for specialized environmental <br /> matters <br /> With respect to criminal prosecution matters, the following will provide services: <br /> William H. Koch Lead prosecution counsel with primary responsibility <br /> for day -to -day prosecutions with assistance from other <br /> prosecutors on an as- needed basis <br /> Henry J. Shea General supervision of prosecution services on an as- <br /> needed basis <br /> In addition to the above, we will endeavor to use law clerks wherever possible for <br /> legal research matters. Law clerks will be billed at the hourly rate set forth in section <br /> D of this proposal. <br /> 2. For each person identified, please state: <br /> a. Relevant academic training and degrees. <br /> b. A description of their prior municipal experience in the areas <br /> covered by your proposal and an estimate of the percentage <br /> of their work in those areas from 1988 through 1991. <br /> c.
