Peter H. Bachman, lead general counsel. Peter is a 1982 cum laude graduate of <br /> William Mitchell College of Law and has devoted the past 10 years to practicing in the <br /> areas of governmental law, land use and zoning law, real estate law and environmental <br /> law. He is a past adjunct legal writing professor at William Mitchell College of Law and <br /> one of the leading recognized land use attorneys in the State. <br /> From 1983 to 1988, Peter was an attorney for the Metropolitan Council. In that <br /> capacity, he obtained extensive experience representing a political subdivision, including <br /> expertise in the areas of land use law, environmental review, solid waste, competitive <br /> bidding and public contracting, public employment law, data privacy law, open meeting <br /> law, and conflict of interest law. He also has represented the Metropolitan Council's <br /> HRA and served as initial start-up counsel for the Regional Transit Board. <br /> From 1988 through: January 1990,.Peter served as special counsel to the City of <br /> Minneapolis on land use and zoning matters. He currently represents the City of <br /> Minneapolis as outside counsel regarding the comprehensive revision of the entire City <br /> of Minneapolis Zoning Code. <br /> Peter joined LS &D in February 1990 and since that time has represented a wide <br /> variety of private and public clients in zoning, land use, real estate and environmental <br /> matters. <br /> He has represented the Minneapolis Community Development Agency in several <br /> matters, including drafting the ordinance necessary to restructure the Minneapolis Public <br /> Housing Authority and separate it from the Minneapolis Community Development <br /> Agency, a matter involving extensive public employment and labor law issues. He <br /> negotiated and drafted an agreement between the MCDA and an outside operator for <br /> operation of the Minneapolis Upper Harbor River Terminal. He also has represented <br /> the MCDA in matters involving the Little Earth Housing Project in Minneapolis. <br /> In addition to the City of Minneapolis and the MCDA, Peter has provided outside <br /> counsel in land use related matters during the past two years to the Saint Anthony Falls <br /> Heritage Board, the Moose Lake Windemere Sanitary Sewer District, the City of South <br /> Saint Paul, and the Hennepin County Regional Rail Authority. <br /> In the past two and one -half years, Peter has represented numerous clients in land <br /> use and zoning matters in many different forums, including the City of Minneapolis, the <br /> City of Plymouth, the City of Minnetonka, the City of Shorewood, the City of Owatonna, <br /> the City of Brainerd, the City of Richfield, the City of Brooklyn Park, the City of Edina, <br /> the City of Coon Rapids, the City of Afton, the City of Maple Grove, the City of <br /> Roseville, Washington County, Holden Township, West Lakeland Township, the <br /> Metropolitan Council, and the Minnesota Pollution Control Agency. <br /> His representation in these matters has ranged from representing clients such as <br /> Amoco Oil Company in site plan reviews, rezonings, conditional use permits and variances <br /> to representing an asphalt company in mining permits and expansions of non conforming <br /> 10 <br />
