6 -2.01 6 -3.01 <br /> 2. Temporary Event Sales Licenses: The city may <br /> issue event sales licenses which authorize a <br /> holder of a retail "on- sale" intoxicating liquor <br /> license issued by the city or by an adjacent <br /> municipality to dispense intoxicating liquor at <br /> any convention, banquet, conference, meeting, or <br /> social affair conducted on the premises of a <br /> sports, convention, or cultural facility owned by <br /> the city or instrumentality thereof having <br /> independent policy making and appropriating <br /> authority and located within the city. The <br /> licensee must be engaged to dispense intoxicating <br /> liquor at an event held by a person or <br /> organization permitted to use the premises, and <br /> may dispense intoxicating liquor only to persons <br /> attending the event. The licensee may not <br /> dispense intoxicating liquor to any person <br /> attending or participating in an amateur athletic <br /> event held on the premises. <br /> SECTION 3. LICENSING <br /> 6 -3.01 Licensing Procedure <br /> A. Application. Application forms for a license to <br /> sell intoxicating liquor, non intoxicating liquor or <br /> wine in the form prescribed by the Minnesota <br /> Commissioner of Public Safety may be obtained from the <br /> city clerk. In addition to the form prescribed by the <br /> Minnesota Commissioner of Public Safety, the city <br /> council may require such additional information as <br /> deemed necessary or helpful in passing on the <br /> application. <br /> B. Financial Responsibility. Requirements. No retail <br /> license to sell intoxicating liquor, non intoxicating <br /> liquor, non intoxicating malt liquor or wine may be <br /> issued or renewed unless the applicant has filed with <br /> the city clerk the proof of financial responsibility <br /> required by Minnesota Statutes, 340A.409. <br /> C. Investigation of Applicant.. An investigation of <br /> the applicant's background and financial status shall <br /> be conducted. The city council shall have the <br /> authority to charge an investigative fee equal to the <br /> actual cost to the city of such investigation but not <br /> to exceed $500 if the investigation is conducted within <br /> the state or the actual cost not to exceed $10,000 if <br /> the investigation is required outside the state. No <br /> license may be issued or renewed if the results of the <br /> investigation show to the satisfaction of the city <br /> council, that issuance or renewal would not be in the <br /> public interest. <br /> 4 <br />
