Assessments shall be on a front foot basis for <br /> the property frontage on the alley. Based on a typical 50 -foot wide frontage, the total assessment <br /> would range from $750 to $1,400 per lot. <br /> Following is a review of the questions and comments from the informational meeting for the <br /> Northome Area Alley Improvement project. <br /> 1. What happens if a resident does not have an access onto the alley? <br /> At this time, an exact determination as to who will be assessed and not assessed has not <br /> been done. <br /> 2. Terry Maurer, the City Engineer, explained the 429 Assessment Procedure, which <br /> includes the feasibility study, public hearing, plans and specifications, bidding the project, <br /> preparing the assessment roll, assessment hearing, and awarding the contract. <br /> 3. What is the life span of the improvement? <br /> A street/alley is typically designed for a 20 -year design life. At the end of 20 years, <br /> however, total reconstruction is not anticipated but rather surface rehabilitation such as <br /> an overlay. The total time to reconstruction can be expected to be 30 -40 years with <br /> proper maintenance. <br /> 4. What does the City of Falcon Heights do for maintenance on the alleys? <br /> Currently, the City seal coats a quarter of its alleys every four years and incorporated <br /> with that seal coating is minimal cutting and patching of the bad areas prior to the seal <br /> coat operation. <br /> 5. Is Design Option 2 with the concrete valley gutter considered the cadillac of the two <br /> design options? <br /> No, the cadillac for alley reconstruction would be an entire concrete alley. <br /> It is proposed to use either Design Option 1 or Design Option 2 interchangeably <br /> throughout the Northome area depending on the characteristics of each alley, such <br /> drainage, right -of -way width, and any surface obstructions that would prohibit one or the <br /> other design option from being installed. <br /> For assessment purposes, we believe that the City will try to treat everyone the same as <br /> far as their front footage assessment rate.
