sewer has to be included on their alley or concrete valley gutter is needed for a complete <br /> job. <br /> 6. Should all alleys be reconstructed? <br /> No. Some may not be reconstructed. We will determine during the feasibility report <br /> which alleys should be reconstructed and which ones should not be reconstructed. <br /> 7. Will any maintenance be done until 1994 when alleys are proposed to be reconstructed? <br /> The City will decide if it is economically feasible to spend money to patch the bituminous <br /> on the existing alley, knowing that in the near future the alley may be reconstructed. <br /> 8. Do the valley gutters have to be three feet wide? <br /> No. They can be reduced to two feet. We still would need a waiver of trespass on the <br /> narrow right -of -way areas because typically it is required to have a foot outside of the <br /> proposed pavement for the paver. <br /> 9. Is the right -of -way actually 18 to 20 feet, because it appears much narrower? <br /> We have looked at the Ramsey County half section maps to determine the existing right <br /> of -way width. Because this is an older area, there may be garages that encroach within <br /> this right -of -way. We will know more about this when we get into the feasibility report <br /> and do a topographic survey of each of the alleys. <br /> 10. People who have driveways on side streets should not be assessed for alleys because they <br /> do not use the alley. A few years ago when some of the side streets were reconstructed, <br /> people who live on a corner were assessed a great deal more than people who do not live <br /> on a corner. Therefore, these residents would like to have a deduction or their <br /> assessment eliminated because they do not use the alleys. <br /> 11. If only one company provided garage pickup, the number of heavy vehicle trips down the <br /> alley would be greatly reduced. <br /> It was suggested that this is an issue the Solid Waste Commission may be considering in <br /> the future. <br /> 12. An option for the heavy garbage trucks driving down the alley would be to place the <br /> garbage out at the street on garbage pickup day. This would reduce traffic on the alleys. <br /> 13. Will badly deteriorated driveways adjacent to the alley be replaced or repaved? <br /> The City will rebuild parts of the driveways adjacent to the alley to match the alley. This <br /> will protect the City's investment in the alley reconstruction and prevent water from <br /> infiltrating the subbase. <br /> 031- 0404.jun <br />
