Meeting Date: 10/13/93 <br /> Agenda Item: C 6 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Addition of sidewalk, curb and gutter along <br /> Hoyt Avenue between Folwell and Cleveland to the 1993 street <br /> project with related cost to the University of Minnesota <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Terry Maurer, City Engineer <br /> EXPLANATION /SUMMARY: <br /> Over the past four weeks crews removed and replaced sidewalk and <br /> deteriorated curb along Hoyt Avenue in the Grove neighborhood as <br /> part of the 1993 street project. During a closer examination of <br /> the sidewalk along Folwell to the east of Coffman and the <br /> sidewalk along Hoyt between Folwell and Cleveland, the engineer <br /> determined that only sections of sidewalk, curb and gutter needed <br /> replacing along this section of Folwell. However, in the case of <br /> the Hoyt portion of sidewalk, the engineer determined that the <br /> extent of the deterioration combined with the high public use due <br /> to people walking to and from the university, made it more <br /> efficient, cost effective and safe to replace this entire section <br /> rather than only the worst pieces. Therefore, the contractors <br /> were asked at the time of construction to 'replace the 304 feet of <br /> sidewalk and 243 feet of curb and gutter along Hoyt Avenue <br /> between Cleveland and Folwell (by the university tennis courts <br /> and open space) as an addition to the contract. Due to the <br /> timetable on the project, the contractor proceeded to replace <br /> this sidewalk and curb and gutter for a cost of 4,116. The <br /> work was completed in early October. <br /> If this sidewalk and curb and gutter replacement occurred in only <br /> a few places on this block along Hoyt between Cleveland and <br /> Folwell Avenue, the city would cover the cost as part of the <br /> miscellaneous work included in the street project's contract. <br /> However, the extent of the replacement goes outside the scope of <br /> the original contract and requires more attention. <br /> Had this area been part of the project prior to the city's <br /> assessment hearing, the city would have assessed the abutting <br /> property owner, the University of Minnesota, for the work at a <br /> charge of $3,987 ($129 less than actual cost). This is based upon <br /> $8 per front foot of sidewalk and $6.40 per front foot of curb <br /> and gutter. The staff contacted the university real estate <br /> office about paying for the work even though it had not been <br /> assessed as part of the project. Sue Weinberg of the university <br /> requested that the administrator write to her about the reason <br /> for the delayed charge and the cost. Then, she said she would <br /> follow -up on the city's request from the appropriate funding 1 <br /> source. <br />
