Meeting Date: 10/13/93
Agenda Item: P 2
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Consider a resolution recognizing Wednesday,
October 27, 1993 as "Unfunded Mandates Day"
SUBMITTED BY: Lee Swanson, President, LMC
National League of Cities
EXPLANATION /SUMMARY:
The National League of Cities is asking that cities support the
declaration of October 27, 1993 as "Unfunded Mandates Day" to
educate the public and lawmakers about the impact of requiring
cities to carry out unfunded or underfunded federal mandates.
The LMC information (attachment A) explains that there are three
reasons that mandates present problems to local government.
They are imposed without consideration of local
circumstances or capacity to implement them.
They strain already tight budgets forcing increases in local
tax rates and fees to pay for mandates, continue to provide
local services and keep local budgets in place.
They set priorities for local governments without local
input.
The LMC information goes on to say that local elected officials
are committed to providing public services that enhance the
health, safety and welfare of their citizens.
ATTACHMENTS:
A LMC information regarding unfunded mandates
B Draft resolution declaring October 27, 1993 as "Unfunded
Mandates Day"
C Draft letter to congressional representatives from elected
officials on "Unfunded Mandates Day"
ACTION REQUESTED:
Discuss the declaration of "Unfunded Mandates Day" and consider
adopting the attached resolution.
