Meeting Date: 10/13/93 <br /> Agenda Item: P 2 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Consider a resolution recognizing Wednesday, <br /> October 27, 1993 as "Unfunded Mandates Day" <br /> SUBMITTED BY: Lee Swanson, President, LMC <br /> National League of Cities <br /> EXPLANATION /SUMMARY: <br /> The National League of Cities is asking that cities support the <br /> declaration of October 27, 1993 as "Unfunded Mandates Day" to <br /> educate the public and lawmakers about the impact of requiring <br /> cities to carry out unfunded or underfunded federal mandates. <br /> The LMC information (attachment A) explains that there are three <br /> reasons that mandates present problems to local government. <br /> They are imposed without consideration of local <br /> circumstances or capacity to implement them. <br /> They strain already tight budgets forcing increases in local <br /> tax rates and fees to pay for mandates, continue to provide <br /> local services and keep local budgets in place. <br /> They set priorities for local governments without local <br /> input. <br /> The LMC information goes on to say that local elected officials <br /> are committed to providing public services that enhance the <br /> health, safety and welfare of their citizens. <br /> ATTACHMENTS: <br /> A LMC information regarding unfunded mandates <br /> B Draft resolution declaring October 27, 1993 as "Unfunded <br /> Mandates Day" <br /> C Draft letter to congressional representatives from elected <br /> officials on "Unfunded Mandates Day" <br /> ACTION REQUESTED: <br /> Discuss the declaration of "Unfunded Mandates Day" and consider <br /> adopting the attached resolution. <br />
