v 4P <br /> Sa p e Rest:At-ion o1 U Ended Mandates C <br /> C <br /> Whereas, unfunded mandates on local government have increased significantly in <br /> recent years; <br /> Whereas, federal and state mandates do not consider Local circumstances, costs, or <br /> t capacity, and subject cities to civil or criminal penalties for noncompliance; <br /> 1 1 Whereas, federal and state mandates require compliance regardless of other press- <br /> ing local needs and priorities affecting the health, welfare, and safety of citizens; r <br /> B 1 <br /> Whereas, federal and state burdens on local governments force cities to impose a <br /> ch combination of higher local taxes and fees on Local taxpayers and/or reduce local <br /> services to citizens; f <br /> P <br /> c Whereas, federal and state mandates are often inflexible, "one size fits -all" require <br /> V a ments with unrealistic time frames and overly specific and inflexible procedures <br /> where less costly alternatives may be just as effective; <br /> I I <br /> D Whereas, the cumulative impact of these laws and roles directly affect the citizens <br /> of our cities; and <br /> Whereas, the League of Minnesota Cities, in collaboration with the National <br /> League of Cities, seeks to help citizens understand and then help encourage Law <br /> makers to reduce the burden and inflexibility of unfunded mandates, beginning <br /> with a National Unfunded Mandates Day on October 27, 1993; <br /> Now, therefore, be it resolved that the (City of <br /> endorses the League's efforts and those of the National League of Cities and will <br /> fully inform our citizens about the impact of state federal mandates on our local <br /> spending and taxes; <br /> Be it further resolved that the (City of g <br /> W 1 endorses this year of mandate awareness, beginning on October 27 by informing <br /> and working with members of our Congressional delegation and our state legisla- <br /> tors to educate them about the impact of federal and state mandates and the ac- <br /> tions necessary to reduce these burdens on our citizens. <br /> e <br /> 8 <br /> V 4 <br />
