Legislative and regulatory <br /> requirements to perform duties withou ons a ration of local priorities, costs, or possible alterna- <br /> tives put an unfair burden on taxpayer By i R oring other pressing local needs or priorities, federal <br /> mandates take decision making powe h;s e hands of local officials. <br /> Too often, federal rules and regulatio impose unrealistic time frames, and specify <br /> procedures or facilities where less costly 8p ti=' might be just as effective. It is time for that to <br /> change. <br /> We want you to take a leadership role fas a k the tide. Enclosed is a copy of a resolution on <br /> federal mandates adopted by our city council.
