Meeting Date: 10/27/93
Agenda Item: P 2
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Cleveland Avenue Project /Community Park Prairie
Planting Change Order
SUBMITTED BY: Carol Kriegler, Parks Rec Director
REVIEWED BY: Susan Hoyt, City Administrator
Terry Maurer, City Engineer
EXPLANATION /SUMMARY: The Cleveland Avenue road construction project included
a native wetland and prairie seeding of areas adjacent to the wetland that emerged
as a result of the project. Also to be included was limited ag -lime path recon-
struction (6 ft. wide) and seeding of the remaining prairie areas within the park.
The goal of the seeding is to establish a prairie of desirable native grasses and
wildflowers throughout the park's prairie and wild areas.
Since the county has been unable to successfully conduct necessary site preparations
in the affected areas that have existing vegetation, it is recommended that prairie
establishment not be attempted in these areas until next spring. The county is
proceeding with seeding in the disturbed areas without existing vegetation. In an
attempt to draw this project to a close yet this fall, it is recommended that the
city release the county from the responsibility of prairie establishment in the areas
with existing vegetation. In return, the county will conduct increased path
reconstruction to the extent of the estimated value of the prairie establishment that
would otherwise have taken place. The estimated value of the incomplete prairie work
is approximately 1,500. This will entitle the city to an approximate additional 300
linear feet of reconstructed ag -lime path.
This change order will allow the city to be compensated fairly for the incomplete
prairie work while delaying the attempt for prairie establishment until a more
conducive time by a more specialized contractor. The city would then contract with
a prairie
restoration contractor independently next spring for the remaining work. The city's
1994 park C.I.P. includes the reconstruction of the remaining unimproved ag -lime
path.
ACTION REQUESTED: Approval of change order
