Meeting Date: 11/24/93 <br /> Agenda Item: P 3 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Approval of position for administrative <br /> assistant /planner with oversight of clerk responsibilities <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> EXPLANATION /SUMMARY: <br /> At the end of January, 1994 Shirley Chenoweth, the city clerk, <br /> will be retiring from her position. On September 15, 1993, <br /> the city council approved an early retirement option with PERA <br /> for her at no cost to the city. The council also passed a <br /> resolution demonstrating the necessity of maintaining a position <br /> with clerk responsibilities for the city. <br /> The city administrator is proposing that the council integrate <br /> the clerk position with the existing (but unfilled) position of <br /> planner and a new position of administrative assistant. This will <br /> complement the strengths of the existing staff without adding <br /> more staff positions nor increasing anticipated salary <br /> expenditures. This individual will continue to supervise the <br /> clerical staff, oversee the clerk's functions and oversee the <br /> inspectors. Other staff members will take over some of the <br /> varied tasks that Shirley accumulated over her fifteen years with <br /> the city. <br /> The position will not increase the city's staff size from eight <br /> full time positions. It will require a bachelor's degree which is <br /> not typically the case with a clerk's position. A clerk's <br /> position is typically described as primarily clerical support and <br /> record keeping related to elections, official records, licensing <br /> and council minutes. (Shirley does much more.) <br /> The recommended salary range is from 28,000 to 30,000. This <br /> is consistent with the current city clerk's salary of 31,980 <br /> for 1994 and with the average Stanton survey salary for clerks of <br /> smaller cities of $14.92 /hour ($31,000 annually). According to <br /> the Stanton Survey this salary range is consistent with non <br /> supervisory planners. It is within the range of administrative <br /> assistant's salaries. Overall the combined administrative <br /> assistant /planner /clerk role is unique for the city and the <br /> salary isn't intended to reflect the salaries from larger cities <br /> with different job responsibilities. If approved, the position <br /> will be advertised in January, 1994. <br /> ATTACHMENTS: <br /> A Proposed job description <br /> ACTION REQUESTED: <br /> Discuss and approve job description for the administrative <br /> assistant /planner position with clerk's responsibilities. <br />
