Meeting Date: 3/23/94 <br /> Agenda Item: P 5 <br /> CITY OF FALCON HEIGHTS <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: Process for request for proposals for police services <br /> SUBMITTED BY: Susan Hoyt, City Administrator <br /> REVIEWED BY: Sue Gehrz, Councilmember <br /> Sam Jacobs, Councilmember <br /> EXPLANATION /SUMMARY: <br /> The city sent out a request for proposals for police services on February 24, 1994. <br /> Prior to receiving the proposals for police service, it is time to discuss how to proceed <br /> with the proposals' review once they are submitted. <br /> Since police services directly and indirectly affect everyone in the community, the city <br /> council carried out an extensive process for developing the RFP for police services. <br /> This involved reviewing all police comments received by the city staff over the years, <br /> soliciting comments in a citywide survey of residents, business persons and <br /> fire /rescue personnel, and holding five neighborhood meetings. Once the city's police <br /> needs were determined, in part, through this community involvement, the needs were <br /> identified in service delivery questions in the RFP. <br /> By soliciting proposals that emerged from this community process, the council will be <br /> better prepared to evaluate the police proposals and specify the police services in its <br /> police contract for January 1, 1995. <br /> The steps in the proposed review process are designed to provide as complete <br /> information as possible on each of the proposals prior to the city council's selection <br /> of a specific proposal. The process includes an invitation to all proposers to explain <br /> their proposal and answer questions at a public meeting. <br /> ATTACHMENTS: <br /> A Proposed process for reviewing the Request for Proposals for Police Services <br /> ACTION REQUESTED: <br /> Discuss and adopt a process for reviewing the request for proposals for police services <br /> after their submission on April 8, 1994. <br />
