PROPOSED PROCESS FOR REVIEWING THE <br /> REQUEST FOR PROPOSALS FOR POLICE SERVICE <br /> Introduction <br /> In the fall of 1993, city officials invited community members to identify what they <br /> want in their police service by reviewing individuals' comments made to city staff, <br /> implementing a citywide survey and hosting five neighborhood meetings. These <br /> community wants and needs were incorporated into the city's RFP for police <br /> services through specific service delivery questions. The RFP was distributed in <br /> February, 1994. It is time to outline how these proposals will be reviewed after <br /> they are submitted to the city. <br /> Steps for reviewing the police proposals <br /> 1. The city will receive proposals by 4:30 PM on April 8, 1994. <br /> 2. Administrator Hoyt will review all proposals for their completeness. If <br /> necessary, missing information and clarifications will be collected from the <br /> organizations submitting the proposals. <br /> 3. Councilmember Gehrz, Councilmember Jacobs and Administrator Hoyt will <br /> organize the proposals' responses into a format that is useful for comparing <br /> the proposals' services and costs. They will also use a format that helps <br /> demonstrate how closely the proposals meet the city's police service needs. <br /> 4. Councilmember Gehrz, Councilmember Jacobs and Administrator Hoyt will <br /> meet with the fire chief, assistant chiefs and rescue captains to receive their <br /> comments on the fire /rescue portions of the proposals and on how closely <br /> they feel that these organizations's proposals can meet their specific needs. <br /> 5. The proposals, the information grid and a summary of all other relevant <br /> information will be provided to the mayor and councilmembers for their <br /> review. <br /> 6. Representatives of all organizations submitting a proposal will be invited to <br /> present their proposal to the mayor, council and public at a council meeting <br /> and to respond to questions (probably on April 27,1994). <br /> (Publish a public notice of this council meeting in the Focus and also provide <br /> press releases to the Bugle, Review, Focus, Pioneer Press and Star Tribune <br /> so the public is well informed of this opportunity. This date may be <br /> tentatively noted in the early April newsletter article on the RFP.) <br />
