Larpenteur Avenue <br /> Falcon Heights, MN 55113 <br /> Dear Ms. Asleson: <br /> As per our previous conversations, the Minnesota State Horticultural Society is <br /> continuing its development of educational display gardens at its offices at the Center for <br /> Northern Gardening at 1755 Prior Avenue North. These gardens not only beautify and <br /> add interest, but educate homeowners on landscape plants and techniques of garden <br /> design. <br /> The scale and design of the gardens are for residential applications in urban <br /> environments. Sensitivity to issues and concerns of urban residential areas are observed. <br /> The gardens are always open to visitors to the Center for Northern Gardening. Use of the <br /> gardens by MSHS for formal educational purposes are passive due to MSHS sensitivity to <br /> our residential neighbors. <br /> The Minnesota State Horticultural Society (MSHS) has been promoting and teaching <br /> environmental beautification through gardening for almost 130 years through its many <br /> programs and services. MSHS has been a Falcon Heights resident for most of its <br /> existence. <br /> In development of the gardens, MSHS wishes to include landscape gardens in the public <br /> right -of -way of Prior Avenue at the Center for Northern Gardening. A landscaped native <br /> prairie garden has been designed for a portion of the boulevard area which includes the <br /> Center for Northern Gardening entrance sign. This garden would include native prairie <br /> plants in a maintained landscaped design (A plant list and design is attached). Within the <br /> public right -of -way, the plant materials include both ornamental grasses and blooming <br /> herbaceous materials with no plant exceeding a mature height of 3 feet. The design is <br /> such that the planting would be easily recognized and appreciated as a landscape garden. <br /> Since this garden, possible future gardens would fall in part of the public right -of- <br /> way of Prior Avenue, a variance to Chapter 8 Section 4.04 -Item A.1. (Regulations for <br /> Public Property Pl ling) is requested.
