City streets are public streets and must be available for use by members of the <br /> public not just to adjacent property owners and residents. However, parking restrictions may be <br /> used to control the density and duration of parking on these roadways. <br /> Parking policy. According to the city's parking policy, any request for new parking restrictions <br /> must be submitted in writing before staff uses city resources to consider the request. On July 27, <br /> 1994 Mr. Fedir Chrun of 1794 Tatum Street submitted a written request to study the parking <br /> situation on Tatum Street to the north of the current area that is restricted to 2 hour parking 8 AM <br /> to 4 Pm except weekends and holidays. He expressed his concern over the congestion from <br /> increased long -term parking by non residents along the street (attachment 1). <br /> STUDY <br /> Staff findings. Staff studied the parking situation after the State Fair ended and the University was <br /> in session. Research found <br /> 11 or 12 non resident cars that were parked very close to each other for the full day on <br /> weekdays (attachments 2 and 3). <br /> The "parked up" situation did not exist on Lindig Street. <br /> The current 2 hour parking... configuration was approved in 1979. After this time two <br /> signs to the north on the eastside of Tatum were posted, but were taken down and never <br /> replaced after the State Fair a few years ago. <br /> The 2 hour parking areas in the Grove neighborhood, on Tatum and Lindig Street <br /> significantly reduces the density of parked cars along the street and the length of time cars <br /> are parked. <br /> There have been no accidents on Tatum Street in the last two years. <br /> Two cars must juggle to pass each other on Tatum Street in areas where there are two <br /> parked cars. However, this is considered to be acceptable on a residential street. (Tatum <br /> Street is 32 feet wide.) <br />
