f ig° MEMORANDUM <br /> OISP4/ TO: RESIDENTS IN NORTHOME AREA <br /> FROM: MSA CONSULTING ENGINEERS <br /> TERRY MAURER/CINDY BLANSKI <br /> SUBJECT: INFORMATIONAL MEETING MINUTES <br /> PROPOSED ALLEY IMPROVEMENTS NORTHOMB AREA <br /> DATE: DECEMBER 14, 1994 <br /> An informational meeting was held at City Hall on Tuesday, December 6, 1994. We <br /> appreciate the questions and comments brought up at the meeting. A summary of the <br /> information provided, and a fist of the questions and comments discussed at the meeting is <br /> as follows: <br /> 1. The number and frequency of garbage haulers is still an issue to some of the <br /> residents that attended the meeting. The City Administrator, Ms. Susan Hoyt, <br /> explained that there are six licensed garbage haulers in the City. The haulers can <br /> only make pick-ups on Friday. If residents wish to reduce the number of haulers, <br /> they must organize themselves to choose a single hauler. The City has decided not <br /> to mandate any single hauler, due to the lengthy legal process. <br /> 2. The City Engineer, Mr. Terry Maurer, discussed the proposed design. The width <br /> of the alleys will be 16 feet in order to fit within the existing 18 or 20 foot right -of- <br /> way. The alleys will have a 9 -ton pavement design, consisting of 10.5 inches of <br /> aggregate base, and 3.5 inches of bituminous pavement. The crown will be <br /> inverted to provide drainage down the center of the alley. Storm sewer and <br /> concrete valley gutters are not necessary. <br /> 3. The new assessment policy was also discussed by Mr. Maurer. He stated that the <br /> City Council has revised the assessment policy in regards to alleys. In order to <br /> make overall street assessments for all residential properties approximately the <br /> same, the new policy is to assess 90% of the total project cost with the City <br /> contributing the remaining 10%. The new policy was determined based on past <br /> assessments to residential properties within the City, namely the University Grove <br /> area, and the Falcon Woods area. The University Grove area has typical lot widths <br /> of 60 to 70 feet, and has ash for street, storm sewer, and sidewalk resulting <br /> in an assessment of $2,400 to $2,700 per lot.
