RESIDENTS IN NORTHOME AREA <br /> DECEMBER 14, 1994 <br /> PAGE TWO <br /> assessment was the same because there were no sidewalks, and the storm sewer was <br /> in good shape. In the Northome area, the lots have double frontage with typically <br /> 50 feet adjacent to both the alley and the street for a total assessable front footage <br /> of 100 feet. If street reconstruction was included with the alley project, it is <br /> estimated that the total assessment per lot would be in the range of $2,500-$2,700. <br /> This assumes that major storm sewer and sidewalk improvements are not required. <br /> In order to keep the Northome area assessments in line with the other areas of the <br /> City, the City Council decided to oontrbute 10% of the total project cost. <br /> Based on an assessment of 90% of the project cost, an estimated assessment rate of <br /> $22.58 per front foot results. A typical 50 foot lot would have a $1,129 <br /> assessment. <br /> 4. If the project proceeds, construction could start early next summer following the <br /> public hearing, and assessment hearing as shown below: <br /> Hold Public Hearing/ January/February 1995 <br /> Bid the Project <br /> Assessment Hearing March 1995 <br /> Begin Construction May 1995 <br /> Construction Complete July 1995 <br /> Below are some of the questions and comments brought up at the informational meeting on <br /> December 6, 1994: <br /> 1. How will corner lots not having driveways accessing the alley be assessed? Will <br /> the apartment properties have a greater assessment than the residential properties? <br /> Currently, the proposal is to assess everyone equally based on the alley front <br /> footage, regardless of the frequency of alley usage. Issues regarding assessments <br /> should be brought up at both the public hearing and assessment hearing. <br />
