MINUTES <br />CITY COUNCIL <br />May 28, 2008 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO.2008-5-137 -DECLARING THAT THE <br />COUNCIL WILL CONVENE INTO CLOSED SESSIONAT THE END <br />OF THE MEETING TO DISCUSS THE VADNAIS HEIGHTS <br />PENDING LITIGATIONAS RECOMMENDED BY THE CITY <br />ATTORNEY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />COMP PLAN The City Planner reviewed the initial draft documents relative to the <br />UPllATE City's Comprehensive Plan update which includes demographic data as <br />well as preliminary goals and land use policies. The Planner indicated that <br />he is working with the Metropolitan Council so ensure that the Comp Plan <br />Updates meets their standards. The Planner estimated that by June the <br />Planning Commission and the Council would begin working through the <br />City's land use policies. He noted that he is utilizing information from the <br />City's goal setting session and Zoning and Subdivision Code reviews in <br />updating the Comp Plan. The Planner also suggested that a community <br />meeting be scheduled for this fall to get public input on the update. The <br />Planner felt there would be better public attendance in the fall rather than <br />during the summer months. <br />Blesener noted that there are some errors in the materials presented thus <br />far in that numbers do not match graphs and pie-charts. He also noted <br />references to the City of Oak Grove. Blesener expressed some concern <br />with the level of projected population increases for Little Canada feeling <br />they were unrealistic. The Planner indicated that he would make the <br />corrections and asked that the Council Members contact him with any <br />additional input they might have. <br />ABDO The City Administrator reviewed a preliminary development agreement <br />MARKETHOUSE with Abdo Markethouse for the City's property on Viking Drive/Highway <br />DEVELOPMENT 36 which gives Abdo exclusive development rights for six months from <br />AGREEMENT execution of the agreement. The Administrator noted that in the <br />agreement the City retains its rights over site control and development <br />approval, and also sets monthly reporting requirements relative to <br />marketing efforts. The Administrator reported that Abdo Markethouse has <br />not yet commented on the agreement nor has the City Attorney had an <br />opportunity to review it. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />16 <br />
