MINUTES <br />PLANNING COMMISSION <br />MAY 12, 2005 <br />AMENDMENT The Commission reviewed proposed amendments to the Zoning <br />TO THE code relative to banners, real estate signs, and garage sale signs. <br />ZONING CODE - The Planner reviewed the various amendments proposed in the <br />SIGNS Code Enforcement Officer's report dated May 5~h. The first amendment <br />relates to constructions signs and increases the size from 50 square feet to <br />64 square feet. The Commission agreed with the Code Enforcement <br />Officer's recommendation. <br />The next change related to on-site real estate signs and rental signs <br />changing the number of days from 14 to 7 that these sign can be displayed <br />once a property has been sold or leased. The amendment also increases <br />the size of residential real estate signs from 4 square feet to 6 square feet. <br />Another change provides for nonresidential real estate signs and rental <br />signs to be 1 square foot of sign area for each 1,000 square feet of lot area <br />up to a maximum of 64 square feet. The Commission agreed with these <br />amendments. <br />The next change related to off-site residential real estate signs and allows <br />for houses for sale by owner to have off-site open house signs with <br />specific conditions. The Commission agreed with this recommendation. <br />The next change added a provision to allow garage sale signs. The <br />Commission reviewed this recommendation and indicated thaC this <br />provision should be expanded to allow for estate sale signs in addition to <br />garage sale signs. The Commission further noted that the provision should <br />specifically reference that these are "off premise" signs. With those <br />changes, the Commission agreed with the amendment proposed. <br />The final change relates to advertising/promotional banners and changes <br />the classification from "Permitted Sign" to "Temporary Sign" requiring a <br />permit. Other changes related to banners as outlined in the Code <br />Enforcement Officer's report are as follows: <br />o Banners must be mounted on the building up to but no <br />higher Chan the peek of the roof, or between the poles of an <br />existing, double post pylon sign; <br />o Banners can be no more than 32 square feet in size; <br />o Banners shall only advertise a specific promotional event <br />with a defined time period; <br />o Maintenance standards for banners and pennants; <br />o Banners and pennants cannot encroach into the public <br />right-of-way. <br />The Planner noted that one impact of these changes is that the Code allows <br />for a maximum of 3 temporary sign licenses per year for a combined total <br />of 60 days.
