MINUTES <br />PLANNING COMMISSION <br />JUNE 16, 2005 <br />Duray asked for more explanation of the services provided. <br />Mary Kay Schmidt, Women's Life Care Center, reported that services are <br />provided to pregnant women and new mothers. The Center operates an <br />Earn & Learn Program on an appointment only basis. This program <br />requires women to watch video tapes on a variety of topics such as child <br />care, healthy lifestyles, etc. By watching the tapes, women earn points <br />which can be exchanged for merchandise such as car seats, cribs, etc. <br />Schmidt reported that occasionally women will have young children with <br />them. She also noted that husbands and boyfriends are also welcomed to <br />participate in the program. Schmidt reported that the Center also provides <br />medical referrals, assistance with financial applications related to housing, <br />provides emergency assistance with material goods. <br />Wojcik asked how the Center attracts its clients. Gorman reported Chat <br />there is a tremendous need and clients seem to find the Center. Schmidt <br />reported that both Ramsey and Washington Counties refer clients to the <br />Center. They are also listed at 211 First Call for Help. <br />Socha asked if clients are seen by appointment only. Schmidt reported <br />that the education program is on an appointment only basis. However, <br />they do emergency assistance on a drop in basis, for example, a mother <br />stopping in to pick up diapers. <br />Duray noted the City Planner's report which states that the Center would <br />be consistent with other office-service uses, and would generate a parking <br />demand of up to 8 vehicles during peak daytime hours. <br />Erin Mathern, Mendota Homes, owner of the property in question, <br />reported that there will be an owners' association in place that will <br />monitor parking within the development. She anticipated that before any <br />parking complaint reached the City, it would be handled by the owners' <br />association. Mathern noted that the owners' association would work like a <br />typical townhome association. She also noted that Mendota Homes is an <br />occupant of the Market Square Town Offices, occupying two units. <br />Therefore, will retain a keen interest in seeing that the town office <br />complex works well. <br />Socha expressed concern with developers who build a project and then <br />move on. Mathern indicated that Mendota Homes anticipates occupying <br />the space for a while, again maintaining an interest in seeing the complex <br />work well. <br />Duray felt Women's Life Care Center was a good fit and their parking <br />demand would work at the town office complex.
