MINUTES <br />PLANNING COMMISSION <br />DECEMBER 8, 2005 <br />the City Engineer and show how the 18 foot width has worked in other <br />projects. Freeman noted, however, that if the City Engineer would still <br />want the 22 foot width, they would comply with that recommendation. <br />Freeman noted that reducing the amount of blacktop reduces the amount <br />of run-off. He pointed out the pond in the middle of the circle which <br />would be utilized for treatment and storage. <br />With regard to recommendation #5, Freeman indicated that they will <br />submit a landscape plan. He noted that they would like to move the <br />pavement to the west of center to provide a larger buffer area along the <br />railroad tracks. With regard to recommendation #7, Freeman indicated <br />that there are no plans at this time to erect a monument sign for the <br />development. However, if that changes, the developer will comply with <br />the Planner's recommendation. <br />Freeman again noted their willingness to comply with all the City <br />Planner's and City Engineer's recommendations. <br />John Wheaton, owner of 2630 Ruth Street, asked about the potential for <br />street assessments from this project. The City Planner noted that all <br />improvements will be at the developer's expense. Any future <br />improvements for Old County Road C would be subject to the City's street <br />assessment policy. <br />Wheaton noted that there is a barricade at the end of Old County Road C <br />as well as property behind that barricade that is a mess. The Planner <br />anticipated that the barricade would be removed when the cul-de-sac is <br />constructed and the property cleaned up. <br />Wheaton expressed concern that this project will drive the future <br />improvement of Old County Road C. Wheaton pointed out that he will be <br />assessed for the upcoming improvement of Ruth Street, and was <br />concerned that he would be assessed again when Old County Road C is <br />improved. The Planner again noted that the developer will pay for the <br />improvements for this project. He also noted that the City has a pavement <br />rating system that is utilized to determine the timing of road <br />reconstruction. There would be an improvement hearing to consider any <br />future improvement of Old County Road C, at which, the issue of <br />assessments would be discussed. <br />Wheaton was concerned about the additional traffic that would come from <br />this new development, and asked if the landscape plan could be designed <br />to soften the impact of headlights onto his rental property. The Planner <br />indicated that when the landscape plan is submitted, he will review it with <br />that impact in mind. Freeman suggested that softening the curve from Old <br />County Road C onto the new street may help as well. <br />-2- <br />
