MINUTT/S <br />CITY COUNCIL <br />JANUARY 26, 2005 <br />PUBLIC ,Mayor ~Blesener opened the Public Hearing to consider approval of a <br />HI';ARING - Conditional Use Permit allowing motor vehicle and recreation <br />CUP FOR equipment sales (indoor) and garages accessory thereto. "The <br />INDOOR Plamiiug Commission recommended approval of the CUP. <br />AUTOSALES- <br />3177 SPRUCE (tick igo, 3177 Spruce Street, appeared before the Council requesting <br />STREET - approval of the CIJP so that he can obtain a State license for indoor retail <br />RICK IGO motor vehicle sales at his 3177 Spruce Street address. Igo asked if the <br /> CUP would also allow him to lease vehicles as he buys equipment and <br /> leases it out. Igo indicated that he is applying for a State retail dealer's <br /> license so that he can lease and sell vehicles. He reported that for the most <br /> part the sales and leasing will occur at property he owns in the City of St. <br /> Paul. That property does not have the proper zoning for the dealers <br /> License. The Spruce Street location will be used mainly as an office. Igo <br /> indicated that he repairs and sells motorcycles, and will likely display an <br /> antique motorcycle in the office area at 3177 Spruce Street. <br />The City Planner stated that the City's ordinance does not differentiate <br />between the sale and leasing of equipment or vehicles. <br />LaValle pointed out that the "indoor" retail sales license would not permit <br />any outdoor storage of equipment, vehicles, auto parts, etc. .Igo replied <br />that he understands and indicated that there would be no outdoor storage <br />or display. Igo again indicated that while he may display a motorcycle in <br />his office area, the Spruce Street location would be primarily an office <br />Iocation..He would be using his property in St. Paul for any outdoor <br />storage needs. <br />There was ^o one present from the general public wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2005-1-23-APPROVINGACONDITIONA] USE <br />PERMIT ALI_O6VING MOTOR VEHICLE AND RECREATION <br />EQUIPMENI'SALES (INDOOR) AND GARAGl;SACCESSORY <br />THERETO AND INDOOR MOTOR VEHICLES SALES LICENSE <br />FOR 3177 SPRUCE STREET AS RED UEb`TED 13I' RICK IGO <br />SUBJECT TO COMPLIANCE WITH 'THE RECOMMENDATIONS <br />OF THE CITP PLANNER AND CONTINGENT THAT THERE IS NO <br />OUTDOOR b'TORAGE OF ANY KIND ON THIS ~PROPEI2TYIN <br />RELATION TO THIS CONDITIONAT.
