MINUTES <br />CITY COUNCIL <br />JANUARY 31, 2005 <br />The Engineer then explained the City's assessment policy highlighting the <br />differences between convuercial and residential assessments. The <br />commercial rate for street is $108.] 5 per front foot and the residential rate <br />is $53.05 per front foot. <br />Next presented was the proposed project schedule, which calls for <br />substantial completion by September of 2005 and the final lift of <br />bituminous in the spring of 2006. The Engineer explained that the fnal <br />project is better if the street can go through one freeze/thaw cycle before <br />the final lift of blacktop is installed. Fie further noted that project costs <br />would be assessed in the Fall of 2005, for collection beginning with 2006 <br />property taxes. <br />The 'Engineer reviewed conshuction issues, noting that property owners <br />would be provided with project updates via a newsletter. There will be a <br />full-time inspector on site that will be available should problems or <br />concerns occur. Emergency vehicle access will be maintained at all times, <br />and driveway access will be unimpeded during nights and weekends. Due <br />to the nature of the work, however, there will be times when access is <br />difficult or blocked. T1~e Engineer reported that mail delivery and garbage <br />service will continue to be provided, however, mail delivery may be <br />relocated to either end of the project via. temporary mail boxes. <br />The Engineer reviewed some key points related to Yhis project, the first <br />being the County's recognition of the need for signal modification at <br />County ,Road B-2 and Rice Street. The County will modify the signal to <br />accommodate the proposed left turn lane and is also suggesting that a <br />designated right-tw~n lane may be warranted. The issue of the right-turn <br />lane is currently being evaluated. The next issue was ou-street par]<ing. <br />The Engineer reported that this has been discussed with the School <br />District with the :District indicating that the on-street. ptu~king is not due to <br />school-related activities. The Engineer stated that they are reviewing the <br />options for souse additional par]<ing for the ballfield area, but have not <br />come up with a solution. The f nal issue was whether or not a pedestrian <br />trail would extend from Rice Street to Viking Drive. <br />The Engineer reviewed the preliminary assessment roll for the project, <br />again noting that the assessments are based on the City's commercial and <br />residential per front foot assessment rates. <br />At this point the public hearing was opened to comments and questions <br />from the general public. <br />Phil I~ockendorff; condominium resident, indicated that he supported the <br />on-street parking ban, but noted the impact on the condominiums when <br />2 <br />
