MINUTES
CITY COUNCIL,
JANUARY 31, 2005
their parking lot is getting plowed or maintenance work is being done.
The City Administrator indicated that parking permits eau be issued for
special circumstances.
Blesener noted that the City would have to have its plowing done before a
parking permit could be issued for on-street parking. Dockendorff
indicated that the snow removal at the condos usually occurs 24 to 48
hours after a storm between the hours of 8 a.m. and 4 p.m. The City has
typically completed its plowing by that time.
Blesener asked the proposed lane width for County Road B-2 and whether
there would be adequate room for on-street paii<ing. The City Engineer
replied that the traffic lanes are proposed at 12 feet wide and there will be
2 foot reaction zones on each side of the street. AC least another 8 feet
would be needed to accommodate on-street parking.
Dockendorff pointed out fhe on-street parking that occurs across the street
from the school, and noted that it is very dangerous since there are usually
children ruining across the street. Dockendorff also pointed out that near
the apartment complex there are cars parked on the street that stay there
for weeks at a time.
Blesener indicated that it is not the City's responsibility to create
additional parl<iug lots via. on-street parking. The City Administrator
suggested that utilizing on-street parking to assist the condos and
apartments while their lots are being plowed will he a problem. The
Administrator suggested that the snow be removed from once section of
the parking lot at a time to allow vehicles to be moved and stored on-site.
Dockendorff noted that this will greatly increase snow removal costs for
the condominiums since scow removal will have to occur over two days.
Blesener pointed out that length of the street in front of the condos and
apartments is not very long and; therefore, it would not be possible to
accommodate all the cars from the condos and apartments.
The City Administrator indicated that the City asked Grand Pre if they
wanted an on-street parking bay constructed as part of this project for au
additional cost. That offer was declined. I'he Administrator indicated that
the same offer could be made to the condos. Dockendorff noted that the
problem would be regulating who would use this paiicing area.
Steve ,Morris, representing Grand Pre, repotted that he requests a parking
permit from the City each time there is a 2-inch or greater snowfall. On-
street pa~i<ing is then allowed from 8 a.m. until 2 p.m. Morris indicated
that the situation has worked out fine,
