Resolution declared adopted. <br />Mayor Bleseuer opened the Public Hearing to consider the improvement <br />of Carla Lane by street reconstruction including concrete curb and gutter, <br />watermain, and drainage enhancements. <br />The City Engineer reviewed the project history for the Ca~~la Lane project, <br />including information on the poor pavement condition, current pavement <br />width is at 24 feet and the road has a bituminous curb. There is no <br />watermain on the street, but there is sanitary sewer along the length of the <br />road. There is a minimal collection system in place for the storm sewer, <br />and catch basins discharge directly into Lal<e Gervais with no treatment or <br />sediment removal. <br />The Engineer then reviewed the proposed improvements which include <br />reconstruction of the street to a 24 foot urbv~ section with concrete barrier <br />curb (S6] 8) and gutter as well as driveway aprons. The Engineer noted <br />that he initially proposed a 28 foot wide street, but given the tight <br />conditions is now proposed the pavement width remain at 24 feet. Storm <br />drainage will be improved via store sewer sediment structures to remove <br />sediment and the installation of rain water gardens for sediment removal <br />and water treatment. These gardens would require maintenance similar to <br />flower gardens by residents. The project would also include the <br />installation of watermain through the entire project area with a water <br />service Co be installed to each property. Water would come from the St. <br />Paul Water and residents would be billed by Little Canada for water <br />usage. <br />The Engineer reviewed the City's assessment policy noting that given the <br />varying fi ont footages and lot sizes, a per lot assessment is proposed for <br />both road and watermain improvements. The road improvement is <br />estimated at $5,72690 and the watennaiu at $5,21429 per lot. The <br />Engineer noted that while propeirty owners are not obligated to connect to <br />City water, once watermain is in and available, they will be billed a <br />quarterly s~n~charge of $14.42 for fire protection and maintenance of the <br />water system. 'I"he Engineer also noted that if property owners connect to <br />City water, they are still able to u~aintain their wells for outside watering, <br />etc. However, the two systems must remain segregated and there can be <br />no cross connections. <br />
