MINUTI!iS <br />CITY COUNCIL <br />JANUARY 31, 2005 <br />The Engineer reviewed the proposed project schedule. He noted that the <br />final lift of bituminous would go on in Spring of 2006 to allow the road to <br />go to a freeze/thaw cycle prior to that final lift. The Engineer then <br />reviewed construction issues relative to the project noting that emergency <br />vehicle access would be maintained at all times. llriveway access would <br />be unimpeded during nights and weekends, however, there may betimes <br />during the day that access will be difficult. The Engineer also indicated <br />that mail delivery and garbage service would be uninterrupted, but <br />temporary mailboxes would likely be installed at the end of the street <br />during the construction project. <br />The Engineer then reviewed a list of issues related to this project. He <br />again noted his recommendation fora 24 foot wide street section which <br />would require that on street parking be eliminated or reduced to one side. <br />The Engineer noted that existing stone outlets are corroding, and he is <br />proposing that new outlets be installed by directional boring to minimize <br />impact to yard areas. Rain water gardens are proposed, and the Engineer <br />anticipated that 12 gardens are necessary. He explained the proposed size, <br />depth, and planting styles for these gardens. The Engineer noted that <br />given the tightness of the area, in some instances die gardens may have to <br />encroach into yards and easements would be necessary in those cases. <br />Residents would be responsible for maintenance of the gardens. <br />One resident asked for an explanation on how directional boring worked, <br />and the Engineer explained the process noting the minimal distw~hance to <br />yards. Another resident asked if the rain gardens would be planted with <br />perennials. The Engineer reported that they would. IT,e anticipated that <br />the City would provide the plant materials and the contractor would <br />construct and plant the gardens. Residents would be invited to assist iu <br />planting if they desire. 'f he Engineer also thought that the plant materials <br />would be guaranteed for a year, and after that point would be the <br />responsibility of the property owner. <br />One resident asked if water rates to Carla Laue residents would be the <br />same as other Little Canada residents are charged. The Engineer replied <br />that the rates are standard throughout the City. <br />A resident asked about the assessment for the improvement. The Engineer <br />explained the process noting that the cost of the improvement can be paid <br />in full or pain within the first 30 days after adoption with no interest. If <br />not paid, the assessment will be certified to the County for collection over <br />10 years with l~~roperty taxes. Interest will accrue on the assessment. <br />A resident asked about connecting to the watermain once it is installed. <br />The F.,ngineer explained this process noting that it is the homeowners <br />responsibility to connect from the curb stop into the house.
