MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2005 <br />Blesener reviewed the recommendations of the City Planner relative to the <br />issuance of the Conditional Use Permit. He indicated that he was <br />agreeable with the Planning Commission's recommendation to waive the <br />requirement of financial security for the landscaping. 1<eis pointed out the <br />earlier discussion about relocating the None's access point and providing <br />a substantial amount of screening for the Watershed vehicles. <br />The City Administrator noted the need for an easement over the corner to <br />address the street encroachment onto this property as well as to address <br />snow storage issues. There is also the need for easements for the rain <br />water gardens proposed off-site that will take stone water run-off from <br />Noel Drive. <br />Aichinger noted that as parC of public improvement projects, the City is <br />required to include water quality elements in iml.~rovement plans. Given <br />that the Watershed will be taking a substantial amount of ruu-off from <br />Noel Drive, Aichinger requested consideration in the Noel Drive <br />assessment for the rain water gardens that they will have on this site. <br />The City Administrator pointed out that there will be other rain water <br />gardens along Noel Drive as well as other improvement projects in the <br />City.
