MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2005 <br />Montour asked about changing the curve to atrue 90 degree cru-ve or an <br />"L" intersection. "I'hc City Engineer felt that the curve suits the purpose of <br />the road and was preferable to an "L" intersection. <br />Keis noted that most of the traffic will come from Little Canada Road to <br />the Watershed site and then back out again. <br />Allan reported that she has driven around this curve many times and feels <br />there is no view obstruction. Allan stated that she did not see how the <br />Watershed building would create a dangerous obstruction. <br />Montour felt that the building could be an obstruction as traffic comes <br />from the north on Noel Drive and drives down around the curve. <br />Blesener felt that the Watershed building was being placed far enough to <br />the south so as not to be an obstruction. I<eis agreed. <br />Aichinger noted that the plantings at the curve will be low so as not to <br />obstruct visibility. <br />Bob Brusl<i, Noel Drive, reported that Noel Drive is a hazardous street and <br />pointed out that drivers do not always obey the speed limit. Bruski <br />pointed out that there are two signi37cant carves in Noel Drive and noted <br />that on-street parking in the area of the first curve is already creating a <br />hazardous situation, Bruski indicated that he was not crazy about the <br />Watershed proposal. <br />The City Administrator felt that the Noel Drive curve was similar to the <br />curves on L,aI<eshore/Old County Road C/Jackson Street Once that <br />improvement ~a~as made and curb and gutter installed, drivers had a <br />physical barrier, stayed on the street, and were forced to slow down on the <br />curves. The Administrator indicated that he drives Noel Drive frequently <br />and agreed there are hazards I Ie questioned how the building will impact <br />those hazards feeling that the proper way to address the situation may be <br />v,~ilh parking restrictions. <br />Harris indicated that the Noel Drive curve is a bad corner, but felt that was <br />not the fault of the Watershed. I-larris pointed out that Noel Drive is a <br />very busy sweet. <br />Blesener asked about the pervious asphalt the Watershed will be using. <br />Aichinger indicated that the Watershed wants to expand its la~owledge <br />base through the use of this pervious asphalt. Tf it develops potholes and <br />does not hold up, it will be replaced. <br />
