IV1INU'I'CS <br />CITY COUNCIL <br />MA',RCN 23, 2005 <br />The City administrator indicated that the Zoning Code does not allow for <br />Kennels in the City, therefore, Hie Code would have to be amended to <br />allow for that use. <br />The City Administrator noted that the City will be selling the Public <br />Works property when it develops a new garage. The Administrator <br />expressed concern with the type of user that would want this property, and <br />thought that Animal Control would be a good ft and noted the proposal to <br />upgrade the facade of the property. <br />I~he consensus of the Council was that the Animal Control proposal was a <br />good one for this site. <br />Ruzicka indicated that he would put together cost estimates as the nexC <br />step. The Administrator suggested that Ruzicl<a also determine what his <br />short-term and lonb tens options are with White Bear Township. <br />NIVHC CUTS 'T'he Administrator reported that the Governor is proposing additional <br />Maii<et Value 1-lomestead Credit cuts the impact of which would be <br />approximately $100,000 to Little Canada for 2005_ These cuts are <br />proposed to help balance the State Budget. The Administrator reported <br />that the City had a couple of options for dealing with Hiese cuts one being <br />the franchise fee and the other some additional expense control options. <br />F;xpense control options would include requesting proposals for the City's <br />consultant services, implementation off-ire inspection fees and multi- <br />housing fees. <br />RAIN WA'1'IR fhe City Administrator reported that meetings will be held with property <br />GA1ZDh,NS owners on Noel Drive and Carla Lane regarding the location of rain water <br />gardens along these streets as part of the reconstruction projects. The <br />Administrator reported that as part of the reconstruction, the contractor <br />will be doing the grading for the rain water gardens. However, a separate <br />price will be obtained for The actual planting of the gardens. The <br />AdminisU~ator indicated that another option would be to have the priso^ <br />crew do the planting. <br />Allan asked what wih happen with the concept if property owners are not <br />willing to have the gardens on the property and do the maintenance. The <br />Adminish'ator indicated that the Carla Lane property owners were <br />enthusiastic about the gardens while the Noel Drive property owners were <br />not. The Administrator noted that there is some public land along Noel <br />Drive that could be utilized for the gardens. t-le noted that the meetings <br />with propety owners will be held next ~n~eek. <br />3 <br />
