M]NUTI/S <br />CITY COi1NCIL <br />1VIARCII 23, 2005 <br />COUNTI' The City Administrator reviewed the plans for the reconstruction of <br />ROAD I3-2 County Road B-2 first noting the potential for development of the vacant <br />IMPROVr1VIGNT land lying berin~een the former Capitol View property and the St. Jude <br />property. This land is owned by the Roseville Area School .District and <br />there has been some discussion about the possible sale of this property- <br />As aresult, City staff has looked at how to provide sanitary sewer service <br />and water main service to this site, and the City Engineer put together <br />option plans for doing so. The City Administrator described these plans in <br />detail, and indicated that the next step would be to secure the necessary <br />easements. <br />The Administrator reviewed drainage noting that the street sm'face is <br />proposed to be narrowed, however, the City would like to provide <br />additional treatment of'storm water runoff along the street. The <br />Administrator indicated that the School District may allow the City to do <br />some ponding on the parcel mentioned above, and the School District will <br />be contacted relative to the necessary easements. <br />LaValle suggested that the ponding occur ou the St. Jude property so as to <br />retain the maximum amount of redevelopment potential on the School <br />District property. The Administrator pointed out the impact to trees if <br />ponding were to occur on the St. Jude property. I-le also noted that when <br />the School District property develops, additional ponding will be required. <br />The City Administrator reviewed the plans for the addition of pedestrian <br />ways along County Road B-2. He reviewed in detail the location of these <br />pedestrian ways which will extend from Rice Sheet to Viking Drive, and <br />the City Engineer is working on obtaining the necessary easements. In <br />reviewing the location of the pedestrian ways as well as the confguration <br />of traf{lc and hu'ning lanes at Rice Street, the Administrator noted the <br />impact on the Wonder Bread driveways. Wonder Bread was approached <br />about modifying driveway locations to provide for more efficient traffic <br />movements on County Road B-2. They were not in favor of any <br />modification to their driveway locations, and the City will document this <br />in a letter to Wonder Bread pointing out that any future desire to relocate <br />their driveways will be at their own expense. <br />T'he Administrator next noted that Xcel Energy has indicated that they will <br />be charging $5,000 per power pole that needs to be moved as a result of <br />the City's reconstruction projects. The Administrator indicated that he has <br />reviewed the franchise agreement with Xcel Energy, and it is his opinion <br />that power poles that need to be moved as a result of public improvement <br />projects are moved at no cost to the City. <br />4 <br />
