MINUTES <br />CITY COUNCIL <br />APRIL 13, 2005 <br />OF NEW STREET SIGNS AND BRACKETS AS RECOMMENDED <br />BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4) LaValle, Allan, Blesener, Keis. <br />Nays (0). Resolution declared adopted. <br />MANHOLE The Public Works Superintendent presented his report dated March 24, <br />COVER 2005 recommending the replacement of 200 of the City's manhole <br />REPLACEMENT covers with new covers that do not have holes in them. The <br />Superintendent noted that as part of the City's Inflow & Infiltration Study, <br />staff has been looking for ways to lower the inflow and infiltration that is <br />occurring into the storm sewer system. As a result of this study, inflow <br />via the holes in manhole covers was identified. The purpose served by <br />these holes is as pick-hole for lifting the covers. New designs have <br />eliminated Che pick hole. The SuperintendenC presented data that estimates <br />that 1,624 gallons of water flows into the sewer system during a rain <br />event, not to mention the dirt and sediment that enters the system as well. <br />He noted that while the City has approximately 450 manhole covers that <br />have pick holes, the 200 that have been identified for replacement are in <br />locations that would contribute the most amount of inflow into the sewer <br />system. <br />The Superintendent reviewed the two bids obtained for manhole cover <br />replacement, with the low bid from Ess Brothers at approximately <br />$15,500. <br />Keis noted that some of the manhole covers have plugs in them and asked <br />about that as a possible solution. The Superintendent indicated that plugs <br />are only a temporary solution as they disappear, dry out and crack and fall <br />into the manhole. Keis asked if the manhole covers being replaced have <br />any salvage value. The Superintendent replied that the covers would be <br />sold for their metal value. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-4-86 -AWARDING THE BID OF ESS <br />BROTHERS FOR MANHOLE COVER REPLACEMENT AS <br />RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4) LaValle, Keis, Blesener, Allan. <br />Nays (0).
