Ruettimann reported that as part of the second <br />phase of the program, recommendations are made relative to crime <br />prevention improvements. Ruettimann also pointed out that at one point <br />off-duty deputies were patrolling at Montreal Courts which resulted in a <br />significant reduction in calls for service. <br />The City Administrator reported that the City has met with Montreal <br />Courts management to discuss the problems at the complex. The City <br />informed them that on-site security is needed; however, Montreal Courts <br />does not want to spend the money. One of their concerns was also how <br />Workers' Compensation Insurance would be addressed if off-duty <br />deputies were used for this security The Administrator felt that the <br />insurance details could be worked out; the problem was that Montreal <br />Courts did noC want to spend the money for this security. <br />The Fire Chief asked about on-site security at The Provinces. The <br />Administrator felt that the unit size did not support on-site security, but <br />felC there were other ways to address crime prevention. <br />Blesener felt that, at a minimum, a maintenance standards ordinance <br />should be adopted. <br />LaValle noted the number of fire calls at these complexes and asked how <br />many were false alarms. The Fire Chief estimated that 60% to 70% were <br />false alarms. <br />Allan asked for more information on the Crime-Free Multi-Family <br />Housing Program. Ruettimann reported that it is a national program and <br />consists of three phases. The first phase consists of manager training and <br />requires that tenants sign crime-free lease addendums which provide for <br />easier evictions of tenants who are involved in crimes at the complexes. <br />The second phase addresses crime prevention with the Sheriff's <br />Department evaluating the property and making recommendations for <br />improvements which can be made that will help deter problems such as <br />lighting of parking lots and garages, installation of Knox boxes, <br />landscaping that does not provide places for criminals to hide, etc. <br />Ruettimann reported that recommendations were made to Montreal Courts <br />for lighting garage areas, for example, which were never followed through <br />with. The third phase involves tenant h•aining and brings the crime <br />prevention message to tenants. <br />Allan asked if the lack of cooperation was common. Ruettimann reported <br />that some of the problem at Montreal Courts has been the turn-over of <br />managers. Each new manager has to be trained as part of the program. <br />Ruettimann pointed ouC that at one point Montreal Courts had Chree <br />managers in one year.
