MINUTUS <br />CITY COUNCIL <br />MAY 25, 2005 <br />spend money to implement the crime prevention recommendations that <br />were made as part of phase two. <br />The City Adminish•ator pointed out that former Council Member Scalze <br />was a proponent of the Crime Free Multi-Housing Program and was <br />instrumental in getting the program going in this area and keeping it <br />active. He also noted that at one point Montreal Courts was fully certified <br />under the program. <br />Allan felt that the City needed to enacC amulti-family housing licensing <br />ordinance as well as a maintenance standards ordinance. The City <br />Administrator presented information that compared rental licensing fees <br />among Little Canada's complexes based on the fees that other cities are <br />changing. The Administrator felt that any of these fees could be easily <br />justified when compared to police costs for the calls-for-service at the <br />various complexes. <br />Montour stated thaC his goal in adopting a licensing ordinance would be to <br />get property owners to clean up their tenant base and maintain a higher <br />level of control over their properties. Blesener agreed, and pointed out <br />Chat the goal would not be to penalize the multi-family complexes that are <br />already doing a good job. <br />The City Administrator noted that he has not proposed anything relative to <br />duplexes orsingle-family homes Chat are being rented. LaValle noted that <br />the four-plexes on Ruth Street generate a significant number of calls. <br />The Administrator felt the provisional license would give the City the best <br />level of conh•ol in getting problems resolved at the multi-family housing <br />complexes. The Administrator noted that the ordinance would set up <br />standards that must be met; and if not, vacant units could not be rented. If <br />Code violations occur, criminal charges could be brought against the <br />complex ownership. <br />Montour asked how Che problems at complexes would be resolved it the <br />City takes the license away and does not allow the rental of vacant units. <br />The Administrator indicated that the ownership may be forced to sell the <br />complex. He indicated that multi-family licensing, including provisional <br />licensing, has worked in other cities. <br />LaValle asked what model the Administrator recommended. The <br />Administrator felt that a combination of the New Brighton and Brooklyn <br />Center concepts would work. If the Council was agreeable, he would have <br />the City Attorney put a draft ordinance together that included both multi- <br />family licensing as well as maintenance standards.
