MINUTES <br />CITY COUNCIL <br />MAY 25, 2005 <br />noted that the issue of staffing will have to be addressed and suggested <br />options might include the Fire Marshal and/or Building Inspector. <br />The City Administrator felt the City would have the heaviest work load <br />initially when the ordinance is first put into place. Ownership will have to <br />become with the ordinances and their requirements, and will have to bring <br />their properties into compliance. <br />LaValle suggested that one option for staffing might be to share a <br />Community Services Officer with Roseville. The Administrator agreed <br />that might be an option and reported that Roseville is currently <br />considering adopting amulti-family housing ordinance. The <br />Administrator reported that the City of New Brighton has a sanitation <br />officer position that handles these inspections. The Fire Marshal indicated <br />that some cities have their Fire Marshal doing the work. The Fire Chief <br />felt that Little Canada's Fire Marshal would not have the time to take on <br />this additional responsibility. <br />The Fire Chief asked what types of maintenance standards would be <br />included in an ordinance. The City Adminish•ator suggested that exterior <br />standards might include lighting, foundation, landscaping, packing, <br />garages, etc. Interior standards might include plumbing, ventilation, <br />bathrooms, room size, etc. <br />LaValle felt that whatever ordinance the City adopts should have some <br />teeth in it with regard to enforcing compliance. The City Administrator <br />suggested that a complexes license will be in jeopardy if there is a lack of <br />compliance, and it would be the call of the City Council as to the status of <br />the license. The Administrator also reported thaC staff from the City of <br />New Brighton would be happy to make a presentation to the Council on <br />how the ordinance works in their city. <br />Blesener felt that work should start on drafting the ordinance. The staffing <br />issue could be considered once ordinance review gets underway. Montour <br />stated that he would like to hear from the City of New Brighton on this <br />issue, noting that it seems like they are doing a good job in addressing this <br />topic. <br />Blesener noted that more and more cities are adopting ordinances of this <br />nature. Without these ordinances, Little Canada rental property may <br />continue to deteriorate. <br />Ruettimann stated that he would like to see uniform ordinance adopted by <br />the contracting cities.
