MINUTES <br />CITY COUNCIL <br />JUNE 22, 2005 <br />TERRACE HEIGHTS MOBILE HOME PARK UNTIL THE JULY l3, <br />2005 REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5) Keis, Allan, Blesener, Montour, LaValle. <br />Nays (0). Resolution declared adopted. <br />PUD PERMIT - Blesener opened the Public Hearing to consider a request for PUD Permit <br />2870 MIDDLE to allow the operation of a social service organization at the Market <br />STREET - Square Town Offices, 2870 Middle Street, Women's Life Care Center. <br />WOMEN'S The City Planner and the Planning Commission have recommended <br />LII'E CARE approval of the PUD Permit. <br />CENTER <br />Ed Gorman, Board of Directors for Women's Life Care Center, appeared <br />before the Council and reported that their operation has been located in the <br />City of North SC. Paul for the past 22 years. There are 221ife care centers <br />in the metro area. Gorman reported that they currently lease 900 square <br />feet of space in North St. Paul. This space is too small for their needs, and <br />consequently they have been looking for larger space to rent or purchase. <br />Gorman reported that Women's Life Care Center provides lay counseling <br />to pregnant women, self-administered pregnancy testing, medical referrals, <br />material assistance, and adoption referrals. They pregnant clients to <br />complete financial applications to help with housing costs. The Center <br />operates an Earn & Learn Program whereby clients can watch educational <br />video tapes and thus earn material goods. Gorman reported that other than <br />emergency material assistance, clients are seen on an appointment-only <br />basis. <br />Gorman reported that their North St. Paul location has three other tenants <br />that shares 10 parking spaces. Given the Center's limited hours, they have <br />never experienced a parking problem at their current location. Gorman <br />did not anticipate that this would be an issue at the proposed Middle Street <br />location. <br />Allan noted the larger space that Women's Life Care Center is proposing <br />to move into, and asked if they would be expanding their services. <br />Gorman reported thaC they are not expanding, but do need more space for <br />storage purposes. <br />Allan was concerned about parking at the Market Square Town Office <br />complex. Gorman pointed out their hours of operation are approximately <br />14 hours per week and with some hours after other businesses at the town <br />office complex are closed.
