MINUTIrS <br />CITY COUNCIL <br />JULY 13, 2005 <br />Aichinger stated that the Watershed did not have to go as far as it did with <br />the improvements, and pointed out that it has made years and years of <br />improvements at no cost Co the City. <br />Aichinger indicated thaC the Watershed was not aware that it would be <br />subject to a park charge for its new building, and noted that the only <br />reason the park charge applies is due to Che property division of a portion <br />of the Norm's property. <br />Blesener pointed out that the Parks & Recreation Commission is <br />recommending that the park charge not be waived. Blesener indicated that <br />there are some options that could be considered. He noted the two catch <br />basins that are being installed on the Watershed property. One catch basin <br />is the responsibility of the City at an estimated cost of $3,000. The other <br />is a special catch basin requested by the Watershed to monitor water <br />quality, at an estimated cost of $5,000 to $6,000. Blesener suggested that <br />the City and the Watershed split the cost of the second catch. <br />Aichinger stated that he was willing to pay the park charge if the City <br />would pay the cost of both catch basins. <br />The City Administrator stated that it may be better to not waive the park <br />charge and pay for the catch basins. He noted that this would allow for <br />revenue into the Park Fund, and the cost of the catch basins would come <br />from the City's Infrastructure Fund. <br />Montour stated that he took issue with the comment in Che Watershed <br />letter that they paid generously for the land they purchased from the City. <br />He noted that the Watershed paid $150,000 for this property and there are <br />single-family lots going for $180,000 off County Road B-2. <br />The City Administrator commented that the Watershed has been a good <br />partner with the City, and Cheir efforts are appreciated. However, he <br />questioned the basis for waiving the park charge. <br />Allan felt that the Watershed went above and beyond the call of duty to <br />get Little Canada started in the right direction of improving water quality. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-7-157 -DENYING THE WATERSHED'S <br />REQUEST FOR WAIVER OP PARK CHARGE, BUT AGREEING <br />THAT THE CITY WILL PAY FOR THE WATER-QUALITY <br />MONITORING CATCH BASIN THAT THE WATERSHED <br />REQUESTED <br />10 <br />
