MINUTES <br />CITY COUNCIL <br />JULY 13, 2005 <br />AMEND Mayor Blesener opened the continuation of the Public Hearing to <br />ZONING consider an Amendment to the Zoning Code to provide for storage <br />CODE - buildings as accessory uses in non-conforming mobile home parks by <br />STORAGE Conditional Use Permit. Blesener noted that at the last Council meeting <br />BUILDINGS the majority of the Council supported the Zoning Code amendment <br />IN MOBILE including the allowance of metal-sided accessory storage buildings. <br />HOME Blesener reviewed the proposed ordinance amendment submitted by the <br />PARKS City Planner. He pointed out that paragraph "g." includes three standards <br /> for metal-sided buildings, the second of which is the requirement of an <br /> asphalt shingled roof. Blesener indicated that it was his understanding that <br /> the Council's consensus was to allow a metal roof. <br />Keis and LaValle agreed. Keis pointed out that the third standard under <br />paragraph "g." would give the Council discretion in requiring the <br />standards that it felt appropriate with regard to materials or enhancements <br />for walls, roofs, windows, or doors for accessory storage buildings. <br />Blesener noted that the Roseville School District is requesting the vacation <br />of Park Street along their property. This request is the result of the fact <br />that the School District will be giving up some land along County Road B- <br />2for trail easement, and would like to expand their soccer fields to the <br />west. Blesener noted that if the Park Street right-of-way is vacated and <br />depending on how the County determines how the land will returned to <br />abutting property owners, the vacation may impact the ability of Terrace <br />Heights' residents to park on this land. <br />Frank Graczyk, Terrace Heights Mobile Home Park, asked how the <br />vacation of Park Street through the mobile home park would impact the <br />ability to extend water main into the park. The City Administrator <br />indicated that most of the park property is privately owned and easements <br />would have to be granted by the park owner to bring water main to the <br />individual units. The City can retain an easement for the water main in the <br />area where the Park Street right-of-way exists. <br />Graczyk asked if the Council would vacate Park Street all the way to <br />Demont Avenue. The City Administrator suggested that the public notice <br />include that option, and the Council could then make the decision at the <br />public hearing based on the comments received. <br />Blesener again pointed out that the vacation may impact the mobile home <br />park resident's ability to store vehicles in that area. Graczyk pointed out <br />that there is a lot of parking on the easement area by people going to <br />watch the soccer games. <br />2 <br />
